The Canadian Mentoring Partnership (CMP) is requesting proposals for a web design and development firm to work alongside us through the design and development of CMP’s web presence, and the design and development of web-based systems supporting the delivery of mentoring services.

Objectives

Efficiently integrated, centrally controlled, and accessible web-based systems for the presentation and promotion of the CMP, its services, functions and content.

Consistent application of CMP brand to its various outputs across web-based channels and mediums.

Granular tracking and reporting on access to, usage of, and navigation into, through and out of, CMP's web-based offerings.
-
Curated, authoritative, well-organized, and searchable library of mentoring related resources including trainings and courses, audio (e.g. podcasts), videos (e.g. webinars), images and graphics, documents, and customizable promotional materials.

Implementation of web-based applications for connecting people searching for a mentor and people interested in providing mentorship, to either traditional in-person mentoring service providers, or to eMentoring service providers.

Ongoing identification, evaluation, selection, integration and deployment of innovative and captivating web-based content, tools, applications, and user engagement widgets and tactics.
Scheduled Deliverables

Development of brand application guidelines for multimedia web-content (end of 2019).

Implementation of a pipeline and procedures for the conversion of audio, video, graphics, and text based content into output materials following CMP's brand application guidelines for output via CMP's web-based content delivery platform (end of 2019).

Technical review of third-party systems for feasibility of adoption and integration into the CMP's functional, web-based offerings (first reviews end of 2019).

Implementation of a general web-based content and application delivery platform (end of February 2020).

Planning, coordinating with third-party development teams, and integration of third-party systems into the CMP's application delivery platform (first system implementation end of February 2020).

Development and implementation of metrics gathering, computation and reporting framework including traffic and usage analytics, and functional metrics related to mentoring services.
Retained and Ongoing Services

Updates to CMP's brand application guidelines as the CMP brand evolves.

Application of the asset conversion pipeline in the production of CMP's multimedia, web-based outputs.

Curation and maintenance of an accessible repository of design files and assets used in the conversion and production of multimedia, web-based outputs.

Technical review of third-party systems for feasibility of adoption and integration into the CMP's functional, web-based offerings.

Planning, coordinating with third-party development teams, and integration of third-party systems into the CMP's application delivery platform.

Integration of CMP's internal operational systems with the web-based content and application delivery platform.

Development and deployment of user engagement tactics including surveys, polls, widgets, animations, and mini applications.

Review, development and elaboration of metrics gathering, computation and reporting framework.

For all systems and content, ongoing development and application of standards and practices for: o maintenance, monitoring and support,

Technical Considerations
It is not a requirement that these services be implemented using a single underlying technology. It is possible, and quite likely, that software ideal for promoting events is not suited for curating a resource library. For instance, mentoringcanada.ca/resources could be implemented using Drupal, a CMS renowned for its facility to manage different content types, whereas mentoringcanada.ca/mentoring-month could be powered by Wordpress in order to leverage existing skills. A multi-platform solution would however only be adopted with certain caveats.

In order to provide the best possible experience visitors cannot be aware that they have switched platform when navigating from one page to the next. The design and user interface must remain consistent throughout the entirety of mentoringcanada.ca.
It is imperative that a multi-platform solution is not detrimental to SEO. For instance, were best practice to dictate that content should exist within the same domain, the use of subdomains (e.g. events.mentoringcanada.ca or training.mentoringcanada.ca) would therefore be prohibited.
It is essential that a multi-platform workflow is not an encumbrance on staff. As such a single sign on solution is required. An administrator cannot be expected to manage separate logins while editing content.
The content that appears on the website will also be made available on various social channels (Facebook, Twitter, LinkedIn). We’d like to avoid re-entering the content. It’s likely that this would benefit from a certain level of automation.
Third-party applications that the CMP is considering integrating into its mentoring services offerings are developed by different teams across Canada, and on a range of different tech stacks. It is imperative that the firm working with the CMP is able to work effectively with technologies and teams of all kinds, shape and sizes.

The CMP is required to deliver everything it produces for the public in both French and English. It will be essential that all development plans implement bilingual content and user experiences.
As a Canadian organization, the CMP is required to deliver its outputs in a manner that is accessible to all persons. This includes a range of considerations such as those persons with different disabilities that might be accessing CMP systems, or persons in remote regions with limited access to the Internet.
All content produced and delivered by the CMP must reside on storage devices located in Canada.
Applicant Requirements
Applicants must demonstrate satisfaction of at least the following requirements:

Corporation registered for operation in a Canadian jurisdiction.

Fully bilingual (French and English) operations, communications, and work products.

Active general civil liability and errors and omissions insurance certificate.

Ability to require that all employees participating in work with CMP pass at least a criminal background check.
